| Bruce Goldman, Chief Operating Officer
In April of 2003, Bruce Goldman was named Chief Operating Officer of Health Services for Children with Special Needs, Inc. (HSCSN/NET). As COO, Goldman guides HSCSN/NET's business strategy and directs medical affairs, member services, quality management, marketing and development.
Goldman comes to HSCSN/NET with more than twenty years of experience in the health care industry. His background spans multiple aspects of health care delivery systems, health care policy, and leading organizations through change. Since 1996, Goldman has led The Goldman Group, Inc., a private consulting firm specializing in helping health care services and providers better meet the needs of Medicare and Medicaid patients in urban areas. Areas of consultation include program development and implementation, monitoring of compliance regarding access and quality of care, clinical systems audit and design, strategic planning, and interim management.
From 1991 to 1995, Goldman served the New York City Health and Hospitals Corporation, first as Executive Director of the Harlem Hospital Center, and later as Senior Vice President of the Northern Manhattan Network. As Executive Director of the Harlem Hospital Center, Goldman provided leadership to bring about a major turnaround in strategic vision, service delivery, business focus, accreditation status and morale for the 340-bed facility. After the Harlem Hospital Center was acquired by the Northern Manhattan Network, Goldman was promoted to Senior Vice President where his responsibilities expanded to include oversight of a federally certified home health agency, extensive primary care network, post-hospital rehabilitation services, multiple community based sites for outpatient behavioral health and addiction services, a faculty practice plan, and a managed care product, in addition to the hospital. Prior to serving New York City Health and Hospitals, Goldman was a Senior Associate for three years with Brisbon and Associates, a health care consulting and management firm, where he managed network development, service contract development, and strategic planning and implementation.
From 1982 to 1988, Goldman was Associate Administrator of the Hospital at the University of Pennsylvania. There, he participated in the change management process required to move the organization from cost-based reimbursement to DRGs and had significant responsibility for hospital operations.
Additional professional experiences include serving as Assistant Hospital Director of the University of Maryland Hospital, Chief Administrative Officer for Clinical Services at DC General Hospital, Assistant Administrator for Montefiore Medical Center's Rikers Island Prison Health Service, and Director of Planning for the George Washington University Health Plan. Goldman has been published in the Journal of Health Care for the Poor and Under Served and is a member of the American Hospital Association, American Public Health Association, National Association of Health Services Executives, United Hospital Fund Health Policy Forum, and Hermann Biggs Society. He is also the co-founder of Washington, DC's Center for Youth Services and a former board member of the District of Columbia Hospital Association, Harlem Health Initiative, Youth Services Incorporated, and the Mental Health Consortium of Pennsylvania.
Goldman received a Master's Degree in Public Health from Yale University School of Medicine. He also earned a Bachelor of Arts in Economics from Lincoln University.
